Detroit 60 series starting problems

Here is my problem I have a 12.7 detroit 60 series and it seems like it just doesn't have any power. The turbo whistle is very faint. I have a little bit of black smoke out of pipe when i accelerate onto the interstate. I had a brand new crate model put in 2008 and they didnt change the turbo. I believe this is the original turbo..

I have a Freightliner Century with a Detroit 12.7 s60. Recently the truck has become very hard to start and has lost power specially when going up hills. I have checked and cleaned the check valve on the filter and also the check valve behind the cylinder head. Series 60 12.7 year 2003 i checked harness pins for volts and the big pin close to cab has 4 pins with 12 volts and a 5 large pin cable above it has two pins with 12 volts.
