As I understand it, the pair valve is something Honda put on the bike because of the emmissions laws (something about diluting the exhaust gas). It allows more air into the bike than you really need/want, and is not good for getting the bike running well. Also the VTX air fuel mixture is set "lean" by the factory, so that doesn't help either.

If your talking about the license plate holder itself, and not the whole tail light assembly, it's a matter of 3 nuts on the inside of the fender. I removed mine a few weeks ago.
