Its best use is probably a 1 level dip in a Charisma caster. The main problem is that BG3 bloated enemy HP and lowered AC. So the guanranteed 3-6 damage you get for jumping through hoops (being within 6 meters and casting a leveled, Lighting/Thunder spell) is useless.
