The Stake driver doesn't actually scale with Arcane, or rather, all weapons have Arcane scaling but it doesn't do anything normally. You need to find elemental gems, bolt, fire, or arcane (the damage type, not the stat), slot those onto the weapon, and it will replace all the scaling of that weapon with it's Arcane scaling.
