Specifically the chest in Embershard mine was the thing I confirmed to be not safe since I completely raided the place and then came back 30 something levels later and found the chest had new better equipment in it. I mean if it just adds the new stuff on top of the old stuff, maybe, I dunno, but I don't think that's how the refreshing system ... Yes, I always mine it for the iron ore. Have Faendal stay in Riverwood holding the ore for me, then come back for it later once I have the transmute mineral ore spell. I still usually hit up Embershard for loot to sell at Riverwood, a pickaxe, and the Clairvoyance tome. The quest sends you to the mine and you have to fight bandits with unique orcish plate armor. Once you get to the forge you have to kill an orc blacksmith who has the key to the chest, the chest itself just has some gold ingots and gems but the bandit leader has a full set of enchanted orcish plate armor that’s pretty nice.
