I'm sure it was open, as I had another game that needed it to be. I'll double check. It's not all the time but about 90% of SoS that I try to join. You each have to view the cutscene in the quest before you can play together, so either three of you can quit the quest after viewing the cutscene and then join your friend, or you can all quit after viewing it and then start from scratch.
